It looks like Kromm is being a tease again.

In the most recent GURPS News, he may have hinted at the topic for one of his upcoming projects: "Social Engineering should be getting its first follow-up PDF – my own handiwork – once the dam breaks. I'd have to pull rank to tell you the topic (and then get in trouble for it), so that must remain a secret for now. Sorry!"

So, assembled and extended rules about types and levels of rank? As usual, it's vague enough to be tantalizing without being in any way definitive.

He also goes out of his way to mention getting in trouble and, less out of the way, secrets. So, maybe something on authoritarian structures, their ranks, breaking their rules, and maybe something on secrets. Secrets could refer to espionage organizations.

I've been thinking about this and it's probably one of two things: 1) a book on pulling and using rank; 2) a book on creating organizations. I really want to think it's the latter and not the former.

I think he wrote rules for "Pulling Rank" for GURPS:Conspiracy X for 3e (or adapted them). Maybe it's related?

'Pulling Rank' is Chapter 3 of Action 1 (By Kromm).
ConspiracyX has SoI (Spheres of Influence) and 'Pulling Strings' - which Pulling Rank certainly relates to.
All of which could be covered by a theoretical SE supplement on Organisations, Rank and Influence.

It seems to me that using rank would be a natural topic for a book on organizations. And 3) breaking the organization's rules would be another natural topic.
