Unless those are passwords and safe houses from Sumeria or aliens it isn't Hidden Lore. That's just stuff you know that most people don't. You don't have Hidden Lore: my favorite foods.

Cultural Familiarity? It has to be called something. Maybe that is best actually.

Holdout, for getting weapons getting past checkpoints. Shadowing, for following suspected enemies. Stealth, for getting places where you aren't wanted.

I'd look in Action 4: Specialists, it's got a lot of good packages to give a character like that. For example Tradecraft on p.23

There are online conversions of the GURPS WW2 templates to 4E.

The Resistance Fighter template would be a very good place to start if you want a classic WW2-era Guerilla.

Add less savory skills like Intimidation and Streetwise a less heroic character.

Don't forget Acting skill for telling plausible lies and generally "blending in." Fast Talk to talk your way out of trouble.

Law Enforcement to understand how opposition security forces are likely to operate or respond.

Holdout, Smuggling and either or both of Merchant or Streetwise skills for weapons/contraband smugglers.

Cryptography/TL and Electronics Ops/TL (Communications) for radio operators.

Some combination of Area Knowledge, Camouflage, Electronics Repair/TL, Engineer/TL (Civil or similar), Explosives/TL (Demolitions), Mechanic/TL, Stealth, and Traps for saboteurs.

Legal immunity
Alternative Identity
Contacts (various types)
Patron
Allies (local cell)
Reputation (good and bad)
Charisma

There is a lot in W23 for Covert Ops, Cops, Special Ops, SWAT, Espionage (all 3rd Ed but good source material)
