No. Fast-draw is usable only from the sheath.

I would allow "Fast-draw (sword from ground)." Only usable while kneeling of course :) Think of a gladiator type character.

This question is not related to the original post but fits well under the topic:
Say I have two fighters, one with a shield and an axe, and one with a sword. The swordsman goes first, and takes a Wait maneuver - he wants to attack after the other fighter has attacked. The "viking" attacks with his axe (making it unready) and the swordsman parries, and then makes a counter-attack. The viking blocks with his shield. But then, it's the swordsman's turn again, and he attacks with his sword. The viking has used up his one block per turn, and his axe is unready, forcing him to dodge, which he fails. Is this all according to the rules? I was trying to figure out a use for a counter-attack maneuver.
