I found Enhancement Damage Hazard Freezing, butt Innate attack FP.

For most HT 10-12 and 10-12FP characters, suffering 8-9 points of fatigue causes what I've heard called "turtling" or "snail mode," since it induces half-Move, half-Dodge, and half-ST (though damage and HP are not affected).

So you don't need to drive a foe down to the depths of FP loss in order to make them seriously reconsider their life choices.

a 20 by 50 yard cone is covering about 500 square yards, so its a pretty effective weapon. To get that much area with area effect you'd need a 12.5 yard radius, which rounds up to 16 yards, or +200%. The range of such an attack is a little less, but the shape is a little better.

compare with an attack using the following modifiers:
area attack radius 64 yards: +300%
enemation -20%
only forward in a fixed arc +0%

I think that the 250% for the cone area is a little high, not not by too much.

An alternative option would be Burning Attack 1d (Area Effect 6, 64 yards, +300%; Contact Agent, +150%; Cyclic, 7 10-second cycles, +300%; Damage Modifier, No Incendiary Effect, -10%; Emanation, -20%; Magical, -10%; No Signature, +20%; Selective Area, +20%; Side Effect, Blindness, -1/3 HP, +150%) [50]. The 'cone' would be a simple restriction of the area attack with Selective Area, allowing the character to only impact the area in front of them, while Blindness would occur due to the cold freezing the eyelids closed. The cyclic effect comes from the resulting extreme cold while contact agent means that any unprotected flesh freezes.

I haven't decided anything yet, but at least now I understand how to use Area Effect instead of Cone.
I also like the ideas with contact agent, cyclic and blindness.
