Sorry about that.
Click the Manage Books button on the right side of the Included Books pane's header area. (You need to have a library selected so that the button is active.) That will bring back the missing books pane. (User Reference Guide, p. 77, Manage Books, and called out in the introductory paragraph for the All Books Pane.)
