Actually, the IOTV includes PALS webbing and is a MOLLE platform without further add-ons. If you're wearing the IOTV, you don't need a separate MOLLE vest over it.

True, but you need all the pouches, which is where the weight is.

This is true regardless of what rig you wear. High-Tech's tactical vest and separate LBV are both just the belts and webbing; accessories weigh extra either way.

Oh.

I thought that the 2 lbs. of LBV included enough pouches to carry 30-40 lbs. of gear. Full 2 lbs. for just the belt and webbing is harsh for late TL 8.

No matter, I've usually been using real world models anyway.

Don't forget that the gear in HT is TL7. MOLLE is TL8, and would benefit from the "At TL8, halve all pack weights." clause. Realistically, MOLLE is probably expensive (×2/3 weight), too. The lightest MOLLE vest I can find anywhere, sans pouches, is 0.7 kg (1.5 lb.), which seems in line with applying these modifiers.

That's true.

The mag pouches and such that our characters (they're a CIA SAD team) carry on missions weight almost exactly 2 lbs., which is why I thought that the LBV included them.

They're the same ones that make dragonskin.

Aside from that I'm stumped.

Alright, I just went and found the Monarch Summit and ABA Xtreme HP are both commerical vests made with a blend of ballistic fibers. Aerial density in IIIA is @ .90.

The problem is that Icelander wants a vest that can legitimately be called full torso protection. That's about 5 square feet.

Looks to me that you could get a 4 lb III-A full torso vest from Pinnacle that'd cover everything.

Linky

The Contour III-A with polyethelyne fibers. Looks like it even fits a (small) trauma plate.
