I think there are nine lead pellets in a 2.75" 12G shotgun shell. That's .125 oz per pellet. So since a 3" shell typically flings about 1 7/8 oz, that should be 15 pellets, while a 3.5" shell should be on the order of 16-20.

One of the real shotgunners on the board should be able to tell us, though.

Of course, only one person here has access to in GURPS HIGH-TECH 4e, so us getting it wrong is understandable. ;P
