Thief stealing ability
Can a thief steal items you are using and/or wearing or only items that you are carrying and not wearing/using. I would assume both although it has to be harder to steal something someone is using than just carrying if you think about it.

Yeah, they can take any small Item you are carrying whether it is in use or not.

That's because the Thief card is making fun of the old-school D&D game where there is no rule against stealing from someone's face, he won't notice unless you fail miserably. This is also covered in many spoofs of the genre, like Order of the Stick comics or the web-film The Gamers.

Regardless of one's understanding of D&D, the card itself says you may try to steal a small Item carried by another player. The rules explain that cards in play are carried, whether they are being used or not, so between the the rules and the card, we have a statement that it doesn't matter whether the player is using it or not, wearing it or not, the Thief can steal it so long as it isn't Big.
