Default Gun Fu: Cavalry Training vs Motorized training

Is there a particular reason for merging the effects of Cavalry Training from Martial Arts (reducing the penalties for attacking in the same turn as your mount ) and the Motorized Training equivalent for horses (reduction /elimination of penalties for vehicle /mount speed)? Riders wind up spending an extra point (Cavalry Training is a Hard technique) for a questionable benefit , as guns are usually used at a range outside of where your horse can attack. I would think that it would be a leveled perk like Motorized Training, or fall under Mounted Shooting if it was going to be folded into a technique.

For medieval type cavalry combat the penalty for the horse attacking is the bigger part.

Also note that Motorized Training is not a leveled perk in Tactical shooting only in Gun fu. Thus the second level is apparently cinematic.

And yes, I would allow someone who wanted to buy the "Horse training" perk to have the effects of Motorized Training but only when riding(and one or 2 levels depending on the cinematic level of the campaign). They would thus still take full penalty for mount attacking.
