Starwhal is a narwhal with flying and energy projection powers. Although she is somewhat unwieldy and needs to be kept moist, the 4dx10(5) energy blast she can project from her tusk is a most intimidating weapon when she directs it against evil.

There are rumors that certain land dwelling heroes are paid a fat stipend by the International Fishing Union to keep Starwhal busy fighting land dwelling villains, and not monitoring commercial oceanic exploitation.

The Angelic Demon

The Angelic Demon is a supervillain who uses his phenomenal attractiveness to avoid punishment. He possesses Appearance (Transcendent; Cosmic, +50%; Universal, +25%) [35], Charisma 10 (Cosmic, +50%) [75], and Voice (Cosmic, +50%) [15]. He is quite capable of convincing people to betray their principles and their allies with his Cosmic +17 reaction bonus, and normal preferences and protections do not function against his charms.

Latin Lever is a man in the kit of a Roman Centurion carrying a 6' steel pry bar. A low grade brick/weapon master type, he is impeded by his inability to speak or understand any language other than Latin. No one is really sure where he is from, how he got here, why he fights with construction equipment, or where he goes when he is not on the streets bemusedly fighting crime. Then again in the City of 1000 Terrible Low Grade Supers, not one really cares either.

Everything is going according to plan.

Again, our comrade martinl is demonstrating that he is slightly askew from the rest of us.

For my own new contribution, I do an homage to a classic hero, with a distinctive twist to his abilities ...

The Masked Avenger is a mysterious figure, even to himself. He was a small-time private detective of no particular importance. Then, one day, someone blew up his office. Dazed, he wandered out of his office and passed out.

When he awoke days later, Our Hero was in a derelict hideout used by gangsters in years past. He had no injuries and a completely new face. Later checks showed he had new fingerprints as well. There was a wardrobe with a bunch of the same suit and several identical domino masks and fedoras. Obvoiusly someone did all this. Who and why are questions that have no answers or even clues.

His first action was to find and thrash the guy who blew up his office (accidentally, it turned out). As the Masked Avenger, Our Hero has gone on to thwart many criminals, with nothing more than his wits, his anonymity, and the fact that he can tank a heck of lot of damage.

Attributes: ST 10 [0]; DX 10 [0]; IQ 12 [40]; HT 11 [10].
Secondary Characteristics: Damage 1d/2d-1; BL 20 lbs.;

Anytime you want to build a character with incredible HP, unless you also want them to be a Slamming machine (your Masked Avenger at a Move 6 sprint would deal an impressive 6d+6 - around 8d-1 - slam damage, if I’m remembering the Slam formula correctly; he can only do it 3 times or so before the backlash slows him down, of course), IT:DR is worth a look. Here, IT:DR 2 [50] means he only needs HP 50 [80], for a net savings of [50]. IT:DR 3 [75] means he needs HP 33 [46] or 34 [48], for a net savings of [59] or [57], depending on which side of HP 100 you want to fall on. IT:DR 4* [100] means he needs HP 25 [30], for a net savings of [50] again. Whatever you choose, it lets the character afford Unkillable 1 [50] with the saved points, which certainly matches the “preternaturally hard to kill” vibe you seem to be going for. Hard to Kill isn’t really necessary anymore, so you may want to put those points into something else.

*I typically do this as IT:DR 5, to keep the trend of +1 SSR per [+25] that is present for every other level of IT:DR; note if you do so Vulnerability should be adjusted to match. This means you only need HP 20 [20], for a net savings of [60].

Addendum: Obvious to Magical Detection implies at least some of his abilities are reliant on mana, so if NMZ’s, anti-magic, etc exist in the setting, Magical -10% may be appropriate on these. Assuming you go with my IT:DR + Unkillable suggestion, I’d assume those two traits, and his extra HP, have the Limitation. IT:DR + HP hovers around [130], and Unkillable is [50], so that’s potentially another [18] to play around with.

Yes. In addition to the stuff you point out, GURPS HP are more tightly coupled to actual tissue damage than most RPGs, so someone with 100HP can take enough physical damage to turn a small (ST9) human into hamburger (99 HP) without even needing a consciousness check.

This guy is ~Darkman, right? Guy was tough but not "still walking around as a cloud of angry hamburger" tough, so some IT makes sense.

Maaaaybe. ;)

A.C.A.H (Angry Cloud of Ambulatory Hamburger) thought they were just a regular guy, you know, until they were caught in a freak accident between two onrushing semis. Instead of dying, Acah oozed out from between the semis and dealt out some serious diffuse meat-cloud smackdown on the dazed drivers before drifting into a nearby ally and the City's super-vigilante community.

Acah is diffuse, regenerates quickly, and has a very large store of HP, but he does not heal past the angry meat-cloud stage. Due to the dispersed nature of his brain, his thinking is very hazy, and he mostly drifts around at night, punishing evil-doers is a kind of diffusely enacted revenge. He hides during the day, since the sun really stings his explosed[1] giblets (treat as Pain).

The evil M.D. Recission once managed to heal Acah back to his former self in an attempt to neutralize him, but unfortunately other heroes invaded his lair and Acah re-jibbed in the inevitable collapse.

Reminds me of the movie The Fisher King, or one character from Babylon 5. In the latter, a guilt wracked man became delusional believing himself to be a knight of the round table, IIRC.
