Yes. I'm not even sure how you would enforce a rule saying you couldn't. "Everyone back to the table! The game is back on!"

In my experience there was a rule during German Championship that disallowed letting another player win if it was apparent that you're able to deny him a victory (ie. You drew "Pollymorph Potion" face-up, and never used it).

The 101 forum discusses the rules as written, not any house rules or other situations where other rules may be in play.
