Low Tech officially links it to certain forms of helmet.

Sure, radar still helps to show where enemies are, but not what they are doing...
Radar also invites attacks by people using radar detectors.

I've also imposed restricted vision disads on people wearing helmets, especially low-tech ones and some of the more limiting UT models. For example, I have it that most models of TL9 Combat Walker have No Peripheral Vision if the Hyperspectral 'Visor' is damaged (i.e. the transparent viewport is too small to allow you to see far to the sides, given there's no head turret).
