Default Expanding ammunition

I'm in the middle of adapting several of the James Bond movies for GURPS and I have a question about one of the gadgets. In the movie Live and Let Die, Bond uses something called a "shark gun" that shoots "CO2 pellets" that expand after entering the target.

Example 1 (where a sofa is shot):

Example 2 (where Bond activates the bullet manually and shoves it in the mouth of his adversary):

I'm not really sure how to model this in GURPS. The best idea I have is to model the bullet as the ball from the bucket and ball projectile (HT173) and the bullet has a follow up attack that does a huge amount of crushing damage. The follow up damage is all handled as an internal explosion (B415). It doesn't really model a human body floating up but it could model the total body destruction that is shown in the second clip.

Thoughts?

Do damage as for a low power pi++ bullet with a followup small concussion grenade (which is basically what it is--a gas grenade), internally applied if the head penetrates. If the greande does enough damage to give a failed Death save you explode.

Secondary effect: you can't submerge, unless you exploded or it didn't penetrate.

Apparently powerheads are warheads that contain ammunition. You fire a cartridge at a target using a speargun. When the spear hits, the tip of the spear is actually a pistol cartridge.

Your link's a tad broken, you want the close-paren inside the URL tags.

Also, that doesn't appear to be at all equivalent. Those are designed as melee weapons that use perfectly normal firearm ammunition. The thing described is specialized ammunition.
