Rcl is shot spread when firing more than one round per second. That's generally a feature of uncontrolled recoil, not inherent weapon accuracy.

I think Rcl is largely fitted to hand-held weapons where there is significant aimpoint displacement due to recoil during rapid fire, and then everything that doesn't really match that description shoe-horned into the same procedure.
