Binding with Retractable, Effective ST?
PK's houserules adds the Retractable enhancement for Binding but I'm unsure if I understood the following: "Your effective ST is your own ST or your binding ST, whichever is greater."
Does it mean that if I have ST 10 and Binding 1 (Retractable), as long as the Binding is "tethered" the target rolls to breakfree against ST 10 instead of 1? As a tangent, is Innate Attack (Crushing; Melee, 1-4; Link) and Binding (Retractable; Reduced Range; Link) a proper way to model a whip as advantage? |

Whips grapple, they do not bind, so I usually rule that the capability of any Reach 1-4 Melee Attack (since it says 'like a whip' in the description of the limitation).

But to your other question, definitely not. Rolls to break free should be against the Binding ST or you could have someone with high ST effectively binding people with what amounts to tissue paper. If your using a flimsy material, at least layer it. I read the ST line as the effective retraction or pulling ST. So it could be used for a Swing line or a hoist.

I agree with you and would require anyone trying that to have bought up the ST. Though they could buy extra levels on a limitation if it was only for Lifting, not binding.
