Why not? The fundamental essence of combat reflexes is that you're always on alert, and that's going to interfere with activities where being on alert is wasted effort.

Assuming equal guns skill, sure. Why would you assume that? Someone with combat reflexes should have better accuracy under combat conditions -- it's just that CR is not priced with '+1 to all combat skills' in mind. Thus, you represent that by actually buying higher skill for characters with CR.

Alternatively, you just make CR cost 30 points.

People don't do some MOUT town training and suddenly score worse on the KD course.

What is wrong with applying the plinking bonuses to plinking and combat modifiers to combat?

You're right. They do some MOUT town training and get +1 guns skill, which doesn't apply when plinking.

Has anybody every actually rolled for shooting paper targets on a known distance course in an actual game?
