Default Hollow Points and Armor Divisor enchantment.

How would a gun loaded with HP rounds armor divisor (0.5), but Enchanted with armor divisor (2) work?

I personally would have the first level of Penetrating Weapon negate the fractional armor divisor, and the second level grant AD (2) instead of AD (3). Because it's still a HP round, I'd still bump the piercing damage type up one (pi becomes pi+, etc.).

That help?

Armor divisors (positive or negative) from different sources such as mundane construction/technology and magic multiply. In this case that takes you to (1) or effectively no divisor. Switch to APHD and you've got (2x2) or (4).

If you had a higher level of the Penetrating Weapon Enchantment such as (3) you'd first divide by the (0.5) and then by the (3) for a net (1,5).
