Of course they are! Players are supposed to pick their characters' Delusions, unless you're working with pre-gens. I'd say you owe the player 165 bonus points towards his next character for roleplaying correctly based on the information supplied to him - 150 for the Advantage you lied and told him he had and 15 for the Disadvantage you gave him without letting him know.

Well one of the other players was who turned me on to thinking Touhou was fun due to being a rabid Touhou fan (which I am not, I recognize a handful of the characters and have gotten killed horribly by trying to play a couple of the games)

So he was suggesting I make a Touhou based character since I was at a loss for character ideas (sadly very common)

He happily describes several characters who seemed in the thousands of points

Me 'Uhm . . . is their any Touhou character I could actually make in the 300pt budget?'

Friend 'Uhm . . . . Cirno?'

I think was actually my first ever attempt at 4e chargen

I really hope there's a larger story behind that one other than what's wrote. I am usually pretty willing to work with players, bur I'd need a good bit of extrapolation on the connection between the two before I'd buy it.

Meh my logic was this was Same kind of wizards who has the magic would make the Owlbears and other weird things not meant to be born. I thought that just through process of experimentation they certainly have a much higher understanding of Biotech then normal people but the reason this information hasn't gotten out into the world is the printing press hasn't been invented so their like only one or two books on the subject in the world
