Quick Question on 'Less Than 1/3 HP'

Yep, time for another question! This one should be pretty quick though.

If you are at "less than 1/3 HP", your Move and Dodge are halved. Assuming a character with HP 10, would that be:

A) 1/3 of 10 = 3.3, rounded down to 3 - "less than 3" is 2, so Move and Dodge are halved at HP 2

B) 1/3 of 10 = 3.3 - "less than 3.3" is 3, so Move and Dodge are halved at HP 3

I'm reasonably sure it's A, but just wanted to check before moving forward.
