The way you'd do this is actually RAW. You'd need to first use Abilities at Default (GURPS Powers, p. 173) to turn Terror into Mind Shield. Base Terror is worth 30 points so you could get 7 levels for a Will-10 roll and 3 FP. Next, you'd use Mind Shield for a Power Block in the usual way.
