Default Follow-up on a mental power?

Can you use Mind Reading, Mind Probe, Terror (active), or Mind Control as the delivery tactic for a follow-up?

Mmmm. What an interesting thought! I'm pretty sure you can, but you get a -5 penalty for not being able to see the target.

Would you price the follow-up modifier as though it was being attached to a malediction attack? If so, what level of malediction?

So If I get this right you are attempting to design a character who has (for example);
1. Mind reading

2. Innate attack 1: Toxic, radiation, follow-up: Mind reading

Thus whenever you read someone's mind you can then hit them with 1d6 radiation damage as well. Presumably using the mind-reading as the 'carrier' so that it gets through Armour and the like (otherwise you could use say: Link, and make the innate attack itself a malediction)

Pricing the follow up as if the mind reading was a Malediction makes sense, and would probably be the way to go.
