Chaos/Hell/The Abyss depends on sin in order to exist and grow. While other things can be evil, only mortals can really sin. The awfulness of demons doesn't enhance hell, it is just the status quo.

If the forces of the Dead take over the world, Hell will have nothing else to live for.

This will resonate with other postings but you can invent or reuse any faction that is supposedly evil as an opposition to the undead.

Any faction that has need of or consumes the living will be opposed to undead.
Factions may be things like
The Elders that need newborns or virgins etc.
Evil Gods that need belief
The Unamed that feed on life force
The Void that feed on souls
Chaos that corrupt the living instead of turning them
Technomages that use the living as fuel for the war machines.

Anything you can really think of and is in competition of the undead over the source that is the living.

There was a novel, a decade or two back, that had communist vampires and Nazi werewolves during WWII. There's a model for your antithesis. Werewolves and other therianthropes make a pretty good mythic prototype for "unleashed and destructive forces of nature."
