Default blissed-out

On pag 164 of Gurps compendium 2 there is the sentence: "If your mood is good, you enter an unresponsive, "blissed-out" state." What does "blissed out" mean? In plain words, please: my english sucks!
Thanks

Ecstatically happy. The person is so lost in happiness and good feeling that he ignores everything else. It's similar to being very, very intoxicated on certain drugs.

Peaceful, tranquilized, and very happy. You are not asleep, but you might as well be as you don't do anything, and don't react much to your environment. Other characters will not be able to have a conversation with you and later you may not remember that they tried. You are not paying attention to anything. Your reactions will be very slow and nonagressive. You will be very passive.
