Potential in that the character has the option to put on both layers or not depending on what he thinks he might need to deal with, just as the alchemist can wear the alchemist's garb or not depending on whether or not he wants to be prepared against contact agents. If he's got time to prepare, he can choose whether or not to get extra protection at the cost of a penalty.
