Default Is there anything equivalent to 3rd Ed. Passive Defense?

I don't have all my books with me, but I've just finished turning Supers, Basic 1&2 (Characters and Campaigns, properly), and Powers inside out. Either there is no trait that passively makes one harder to hit, or I'm overlooking it. Could someone possibly tell me which? I'm playing around with a super character that has teleporting and dimensional warping abilities, and trying to model a suitable defensive package. DR with Reflection and Active Defense covers a lot, but some ability to make her harder to score on by 'rippling' local space is my remaining modeling problem.

Any thoughts?

Something like the Blur spell, that gives the attacker a penalty to hit rather than true PD.

Other than Shield Defense Bonus

there is also The Enhanced Defense Bonus (Enhanced Parry, Enhanced Block, Enhanced Dodge)

Plus Combat Reflexes.

Remember 3e Passive Defense was not 'passive' in the sence that it affected attackers skill, but instead it increased their active defenses.

A Defense Bonus will add to all active defenses made by the character.

For a passive penalty to hit you might get something out of either Obscure (since Vision penalties apply to visibly targeted attacks) probably with Stealthy or Visualization with Cursing and Reduced Time.

Obscure with Anti-Targeting (GURPS Psionic Powers, pg 16), Defensive, potentially Extended and potentially Stealthy ... would work for the goal of being harder to hit.

Shield DB adds to the defenses (+dodge for instance).

Very often dodge does not mean actively jumping around (unless it's an acrobatic dodge) it also represents "just not being there where the enemy hits", so that mechanic generally covers (lower) chances of being hit.

Actually, IIRC If you had PD, you would get a PD roll for it to deflect a blow without actually making an active defense.

If that was the case you could roll Dodge against an attack that you aren't aware of and this is not the case. Of course you could probably do something with Cosmic Dodge, which also seems appropriate for the OP's concept.

It was rare for this to matter, as characters usually didn't get PD scores above 6-8 outside of Fantasy (where you could get a PD of 16 by stacking a shield spell, a deflect enchantment on your shield, and a deflect enchantment on your armor, none of which explicitly said they didn't stack. Yes, this was pretty broken, but it's not like anyone ever hit without a crit in 3e fantasy anyway, so all it let you do was all-out attack every turn).
