Re: Booster packs made up of promo cards.
Creating a booster of promo cards would pretty much retire all those promos for actual promotional use. Which is not to say that it will never happen, just that we'd have to end up making some new promo cards as a result.

Sounds like a great plan, obtain all the hard to find promos and eagerly await the arrival of new promo cards. Someone should get right on that. haha

Re: Booster packs made up of promo cards.
Nah. Enough of the cards have been in circulation so as to make sales of a booster like that lower than an all-new booster.
I'd be more likely to want a fan booster. 15 cards could be selected from the card suggestion database and made into a nice booster. This would be a win-win-win. SJ Games would have an all new product to distribute, we'd get more cards to add into our sets, and the lucky card submitters would have something cool to show off. It could be called You wanted the best..., Fan Pack, or something.

Re: Booster packs made up of promo cards.
I don't think that idea is appropriate for a booster.

I'm taking that as a hint that perhaps you think it's appropriate for something else. (Considering the Card Submission Reminder sticky thread.)

Re: Booster packs made up of promo cards.
I don't think that is true. I am new the Munchkin shenanigans, and I only own one promo card. I would love to have them all but I can't afford to buy them for $5+ (in some cases) per card after market. Or some people could be missing a few hard to find cards for their Munchkin arsenal.

I hope that means it would be appropriate for a sweet new expansion :)
