How would you distinguish this Law–Chaos × Good–Evil?

I'm not sure I would. My point is that Law vs. Justice is like Order vs. Good: they aren't diametrically opposed to each other.

I've given some vague thought to a philosophy, with the intent to work it into a fantasy setting, that reveres four semi-personified virtues: Wisdom, Justice, Compassion, and Perseverance. I doubt I would add powers based on those: my settings tend toward the agnostic when it comes to divine/cosmic interference.

If I were going to do four virtues, I would probably pick Plato's four: Wisdom, Courage, Temperance, and Justice. But I wouldn't consider them "opposites" in the sense that the Moral limitation assumes.

No, but it sounds like an interesting superhero team with some fun dynamics

No, Temperance is too passive a virtue and is likely to be overlapped by Wisdom.

Getting back to opposites you could pair Wisdom with Faith. I'd then match Justice with Mercy..

To answer the original question, I have only used Moral Powers in my DFRPG-D&D games (i.e., DFRPG in a D&D setting). I've not used it in any other game.

Another possibility of a Moral power, based on one of the editions of D&D's Oriental Adventures, could be Honor vs Dishonor. It's sort of like Law vs Chaos, but slightly different.
