Mostly that it doesn't really make sense in GURPS. If the attack roll for a net was good enough to hit you, the net deployed properly and now you have this web big enough to entangle your whole body coming at you. And as it's big enough to require three full turns of hacking with a cutting weapon to escape from, a quick flick of a blade isn't going to slice it to bits in the fraction of a second it takes to engulf you.

You could let them be partied by weapons sized for combatants at least 3 SM levels above whom the net is sized for. Of course, these are combatants the net basically wouldn’t do much against, either.

Net size is extra-fussy mode, but that doesn't mean you can't decide to do it. GURPS Martial Arts: Technical Grappling offers rules covering net size.
