Default GURPS Matrix

I was thinking about how to run a GURPS 4E campaign based on Matrix and main problem I saw is how to create a character that as no special power in the real world but can do amazing jump or dodge bullets in the Matrix.
The only idea I had is to use modular abilities with physical and virtual modifiers.
Any other suggestion?

Unfortunately it is. Powers adds a *LOT* of customization to existing abilities, lots of clairifications on using the abilities, and covers a lot of ground on "how do I fit these abilities into my game."

Have you hugged a gnome today?
After GURPS Power, it looks like the next answer is GURPS Traveller: Interstellar Wars. Hopefully they will have a new answer ready when that gets closer.

But that is the answer to a different question. 42 is the answer to THE question, "GURPS: Powers" is the universal answer, but it has an expiration date.
Yes, you may use "GURPS: Powers" for the answer to THE question, but only till it is available

It's just an Accessibility limitation, "Only in cyberspace," which I'd guess is comparable to "Only in altered body form" at -10%, if it's easy to jack in. If getting in is a long elaborate process, add some Preparation Required.

That's a concern I had about the 'download'. Neo wasn't actually in the Matrix when he was being 'trained' in the first movie. One could easily assume that if one downloaded 'ninjuitsu', or any other skillset, while in cyberspace the knowledge comes with you.

Most definitely the 'bending of the rules' as it was termed, would only be done in cyberspace, but the skills would have to be bought.

Perhaps the interface is just a means of accelerating the time spent per point of training rather than actually giving points for skills.
