Checking the equestrian gear section on B289, I note that saddle and tack are $150 and 15 lbs. While stirrups are $125 and 20 lbs.

Should I assume that stirrups are everything that saddle and tack are and more and at a lower cost?

Checking GURPS Low-Tech, I see that it has stirrups at $125 and 5 lbs. (p. 134). It looks as if we assumed that 20 lbs. was the combined weight of saddle and stirrups, but $125 was the incremental cost of the stirrups alone, giving you a total cost of $275. (That whole page has a much more detailed list of options for horse gear.)
