Default [Powers/Thaumatology] How to Model This?

Okay, I have a concept for a villain's gimmick; he gets bonuses against people who have deliberately harmed him or failed to help him after he did a favour for them. So he starts every encounter with a hero by helping them out with some problem, and let them take the first shot, to get the bonus. If the villain takes the first shot deliberately, he doesn't get the bonus. These bonuses apply to spellcasting rolls (any system of magic) and the mundane rolls that benefit from High Purpose (think Slay Demons or Slay Undead from Dungeon Fantasy).

Can someone think up stats for this kind of thing? Advantage? Perk? Just a special modifier system? Thoughts?

I would simply go with levels of Talent for this, with an Accessibility limitation. "Only applies against people who deliberately harm him or whom he has helped and hasn't reciprocated" seems like -50% to me. So just buy the level of Talent you need to get the bonus you want, apply that limitation to it, and you're good. For these purposes, I'd treat limited Talent as separate from unlimited, and allow you to buy levels that exceeded the normal +4 cap.

Higher Purpose is on page 59 in Characters. It's 5 points, or 5 points / level if your GM allows it to be a levelled trait. Having to have a defined "purpose" that limits its applicability is built into the trait (it's not a separate Limitation). What is allowable as a "purpose" is also a GM call.

Talents are on page 89. They're 5-15 points per level, depending on how many skills they cover, and also come with a reaction roll bonus from people that might be impressed by your talent, as well a reduction time in learning covered skills.

Higher Purpose however is not a standard Talent. Read it carefully, it casts a very broad net as to what it's conditional bonus applies to.
