Yes! Besides, maybe the PCs can make a difference, or not.

There's plenty of apocalyptic in this setting. India is a desert, Africa is on the edge of mass human extinction and holding on by its fingertips, Latin America, Europe, Russia, China, and most of Southeast Asia, are war zones or the wastelands left by war. The Carribean is scoured of civilization by brutal storms. The USA, Indonesia, and Australia are all near collapse with a side of Civil War for both Indonesia and the USA. Japan and I didn't explain this is going into a stranger more paranoid place than they've been before. The Sea Cities, New Zealand, Canada, the Nordic countries, Scotland and Ireland, are relative bright spots. With the exception of New Zealand and the Sea Cities, that brightness isn't obvious.

I'm riffing off what you're leading with. At the moment it's feeling like Mad Max meets The Postman, with an added dash of Tracks. Fallout, but now with added emus.

Don't forget the decadent high-life in the few stable cities. But we always need to add more Emus! And a means of opening the emu eggs.

I was thinking of New York, San Francisco, Boston, Jakarta, Canberra, Dublin, Copenhagen, or Edinburgh.

Although the first three plus Vancouver and Montreal, would be the best examples.

And who needs a stable VIC and NSW anyways? Grew up in Sydney, used to call it The Great Ashtray, so nuking it just makes sense. And the harbour would recover. Sort of...
