The Sea Cities, New Zealand, Canada, the Nordic countries, Scotland and Ireland, are relative bright spots. With the exception of New Zealand and the Sea Cities, that brightness isn't obvious.

I'm riffing off what you're leading with. At the moment it's feeling like Mad Max meets The Postman, with an added dash of Tracks. Fallout, but now with added emus.

I was thinking of New York, San Francisco, Boston, Jakarta, Canberra, Dublin, Copenhagen, or Edinburgh.
Although the first three plus Vancouver and Montreal, would be the best examples.
