PU8p12 actually: Laser Lad's "Cost Fatigue, Variable"

I'd probably call the concept as a whole if applied to other leveled limitations to be something like "Ascending Limitations"

Which works a lot in spirit like the "Declining Enhancements" used on PU4p17, which might've been what you were remembering.

Keep in mind, you get a bonus -5% to the power modifier if they can't draw on FP.
