Hm, I guess Quadriplegic comes much closer. Though that would still let the skeleton loll his head about and chat or sing (like some bony Billy Bass). I guess we need something above Quadriplegic, plus Mute, and...
(I think there actually was a jokey "Dead" disadvantage in some old Pyramid, some crazy -200 points or so, though I could be mixing sources or even systems in my head.)

Wouldn't that be Social Stigma (Minor) and a point in Animal Handling (Domestic Cats)?
You'll find No Legs (Portable) in both Changing Times and Thaumatology.

Math is a Hard not Very Hard skill, so IQ+2 is 12, I think.
I don't think most historical computers were unusually intelligent. From Wikipedia's page: "Airy's computers, hired after 1835, could be as young as fifteen and they were working on a backlog of astronomical data."
