I totally had overlooked that.

Wow, that changes the playing field a little. Feel kind of stupid now.

Furthermore, my understanding is that you have to re-roll all dice. You can't keep one or two that rolled well, Yahtzee-style.

Same interpretation here. If you roll two 1's and a 6, you can't keep the ones and just reroll the 6.

Though I understand the Luck advantage as everyone else is describing here, when this thread came up, I was thinking what an advantage that let you roll some number of individual dice would look like. I might do a Monte Carlo type simulation and see what happens with the probabilities.

Luck with some Cosmic slapped onto it.

It's not an at all unreasonable idea. It's just more powerful than what the designer originally envisioned Luck as doing, and therefore it needs to cost more.

Yeah, back in the olden days of the Stafnord (sic) Gamers, we called it Yahtzee Luck and charged, I think, 20 pts.

Agreed, but you could go the other way with it if somebody wanted a less-lucky luck, where each individual die is one of the 3 "rolls" so in the example:

1, 6, 6 rerolling the two 6's (once each) would cost 2 of your 3 rerolls. I don't know who'd want that but I'd allow something like that for like 5 pts

Rerolling any one die rather than any one complete roll is probably worth less, but it's definitely worth more than 1/3rd as much.

Maybe... how would you do it? Like I said- I can't imagine anybody wanting that, but since it's a smaller form of an existing advantage if somebody did want it I'd allow it.

How is it worth less?
Odds are good you have at least one average and one low value (in this case a high number for a to hit roll say) so rolling that one bad die has a better chance of benefit.
