So I wouldn't make this nearly as extreme. I'd say that at quirk level, you're at -4 to all rolls to notice something that's literally directly in front of you, unless you're actively looking (i.e., swiveling your head). At -5 point level, this penalty applies to a 60-degree cone, and you treat your front hex as a flank hex for combat penalties that don't depend on handedness. I wouldn't go any further.
It's a bit harder for something built like a dolphin to tilt it's head though. I agree that beyond a 60-degree cone it starts looking quite weird

I am going with the -5 point Blind Spot disadvantage in the thread Not Another Shrubbery posted about because No Depth Perception and Peripherial Vision do not, in and of themselves, give enough of a range for what I need (in fact, the species I am stating up have all three traits). In addition, I've made a second stage of this disadvantage. The first level (worth -5 points as mentioned above) makes the hex immediately in front of you a "back" hex. The second level includes that and adds on to it that the arc in front of you (what would be your Tunnel Vision if you had that version of restricted vision) is treated as Peripherial Vision.

(BTW, sorry if I have typos, my eyes were dialated ~2 hours ago at the eye doctor's office)

EDIT: Having seen Rev. P Kitty's comments, I think I'll use those costs for creatures who can flex their neck enough to do that (like your parrot), however as was pointed out dolphin's and whales can't flex that way really (as part of their having "No Neck") so I'm going to keep the costs I laied out above. Also, >60 degrees is rediculous IMO so I'm not including it.

I'd think the neck swiveling issue applies equally to No Peripheral Vision and Tunnel Vision, yet they cost a lot more than -5.

The point isn't that you can tilt your head to see things you know are in your blind spot. The point is that if you don't know something is there, you don't see it coming.
