Yeah, I built a rather hag-like character with a variety of curses, using that trick (Modular abilities to enhance the base ability). Having actually played with it, it's abusive as hell.
Now, with Power Ups Enhancements, I wouldn't allow Modular Abilities to mess with the Enhancements on an advantage. Get a wildcard modifier instead.
