The point about the diversity of zanpakuto was a good one.

Until the Soul Reaper begins to manifest superhuman strength it doesn't even need to be a Gadget. Afterwards though, buy it as a Gadget is _the_ way to get around the 3x MinSt limit.

How an individual's sword should be written up depends very much on his abilities and level of development. In bankai form, Ichigo's sword moslty seems to amplify Ichigo's speed and control as much or more than manifesting a raw attack ability or two. Bankai should probably be handled as an alternate form for Ichigo more than any trait of his sword.

I can't come up with any one right way to do zanpakuto.

If you don't pay the special 4x cost fr Allies of the Summonable or "internal" categories than you'd have to roll before each adventure and sometimes a zanpakuto just wouldn't show up.

Characters are only ever denied use of zanpakuto for plot reasons

Ohh... That makes sense. Here would be my thing though. His zanpakuto is just very basic. Also, I don't plan on him having it all the time. That meaning the zanpakuto wouldn't work or whatever or something or maybe it was stolen, but it would be for plot purposes.

Well as has been said it vareis depending on who your trying to emulate.
If I was to assign one set of rules for building them I would use Allies.
However some dont need that. Ichigo would be just a gadget.
