Magic Items and Spells - House Rule Idea
Would it be to unbalancing to allow a mage who knows a spell and has an item enchanted with the spell to get an extra 1 energy discount out of it?

Not inherently. Of course if you also have a lot of magic items in the game, stuff gets real. Me, I think I'd go with giving such characters rerolls on their fumbles instead though if the goal is just to explain why magicians make magic items for their own use.

Then they'd never bother making an item with the Power enchantment.

I think actually would make Power enchantment much more common, as would increase chances of getting it to the magic '0 FP to maintain' threshhold which people would spring for Power for

Right on; the 1 off discount makes fully self powered items roughly half as expensive. The base item cost is not reduced, but each step of Power doubles after the first and the option to enchant by increments with one less increment reduces the number of crit fails to be amortized over the completed items.
