For old-fashioned, by-hand cuts in chipboard, i recommend the Craftsman Edge Utility Cutter. It uses standard utility knife blades, and will give clean fast cuts up to the length of the blade. It will do full-hex counters with no problem.

When I did my first set of stream overlays, i used a shears & scissors, but the utility cutter is much cleaner & faster.

I'd been looking for that, as I was sure something had been released, but I couldn't find it. Now that I can, I can whip up hex overlays for it easy as pie. For all I know, SJG might even let me make them available, not that it's hard to do anyway. It's not on the main Ogre Resources page, which is why I couldn't find it. Now I know :)

ETA: I just pulled the PDF up in GIMP and there's one minor difficulty. The images themselves are only 8x10, which is ~1/2" too short to get a 7x5 hex grid superimposed on. I think it'll handle a 5x7, which is only 1 hex less, but I have to see.

Some minor editing to expand the edges shouldn't be too big of a project. I'm sure the 8x10 is so it can easily fit on 8.5x11 paper, though

Yup, I expect that's the case as well. Once I figure out the best way to handle things, I'll post an update.

Printing has to be the singularly most-annoying thing in linux to get right.

True. It also turns out that even at a proper 300dpi, the production hexes on the Ogre/G.E.V. maps aren't 450 pixels across - they're 448 +/- 0.5 pixels (which is why my original instructions worked so well - at 250dpi the image gives 447.6 pixel hexes!). To get the full 7 rows on the images in the terrain PDF I had to both scale the image to be 150 pixels longer, as well as telling GIMP to ignore the printer margins, but the whole thing now prints beautifully. At 2400 pixels wide you get almost a 6th column of hexes, but not quite. If the paper was 9" wide, it would be fine - oh well...

I'll try to get and post some pictures tonight, but I'm leaving on vacation tomorrow so I may not have time until I'm back.
