Genre definitions are always tricky but I wouldn't say that Dungeon Fantasy is High Fantasy; it's pretty much it's opposite. If it's close to any literary genre it would be Sword and Sorcery.

As an alternative, it is perfectly plausible to use any reasonably generic fantasy world (such as the Forgotten Realms) as your setting and GURPS as the rule system. GURPS Dungeon Fantasy is useful for the rules bits - use the monsters from that series (as well as, plug, plug, the online GURPS Monster Repository) to come up with your opponents).

Books: The two core books, +Magic.

Martial Arts is very helpful, but the game won't be unplayable without it (sorry, Mr. DelOrto).

I expect Low-Tech to be very very useful, but as I don't have it (yet), I can't say for sure.

If you are comfortable home-brewing a setting from scratch, Fantasy is helpful. If you'd rather go with a pre-generated setting, skip Fantasy and get Banestorm.
