That is because the homeowner can do his own harassing of the raven.

Don't forget Urban Survival if he can find scraps and a hovel in the city.

or call Animal Control, especial if the Raven is dive bombing anyone who get near the building because they are getting close to the nest.

Ham fisted is appropriate, I would think.

It's not just their feet, either - birds use a combination of their feet and their beak and tongue to manipulate objects, make tools, weave nests, and so on. (Yes, some crows make tools - this is well documented in the New Caledonian crow.)

A smart, psychic crow in an un-aware world would be outside the Status hierarchy unless it was associated with some particular people of reknown (or infamy, I suppose); animals used in warfare, for instance, have been given honors and recognition for their faithful and valiant service.

As for doing illegal things, as psychically speaking crow can probably arrange for the witness to be discredited without too much trouble, or just avoid them entirely. *Help, I've fallen in the street and I can't get up!*

If intelligent animals are not normal in the world it should probably pay an Unusual background to cover all the things about "noone would suspect an animal of X".

Of course it should also have valued property and/or a new social stigma: Social Stigma (Animal).

-4 is about right for most crows. A really big raven might warrant -3.

Also, the beak should be purchased as Sharp Beak (under Teeth, p91).

Edit: I forgot Feathers (a perk equivalent to Fur).

I would've expected some similar Social Stigma on the ghost and spirit form templates- they can't own property, vote in elections, carry a passport or buy firearms from a licensed dealer, i.e. they're not part of society.

Social Stigma (Valuable Property) covers all that.
