Hobby stores have a thin flexible foam material craft sheets that looks ok as blacktop. I've cut road sections out of that for miniatures games before. It gives a smoother surface than felt. Felt is good for denoting off-road surfaces. The foam comes in many colors, so it has options for concrete, blacktop, and several different shades of blue for water depth.

Can you provide a bit more detail on this? Websearch is failing me.

This. It is usually sold in the same aisle as the felt sheets. Cuts with scissors or craft knife. Some of it has a sticky back so you can mount it. Lots of colors.

The advantage of this over felt is bases don't catch on it like felt and it looks more like road. Felt looks better than this for off-road, like grass or sand.

I never buy from HL. Michaels has all of this stuff as does Amazon. I would assume you'd be able to get it at any independent craft shop as well (or they could at least order it).

If you're both outside the US the site could be geo locked. Some etailers block their site from regions they don't ship to.

The link works for me right now.

You can Google "black craft foam sheets" and find other etailers that sell this, or very similar items.
