Personally, it sounds more like Squirt Gun speciality to me than any of the others - it's not on fire, so not Flamethrower, it doesn't seem to be atomized, so Sprayer is out, and I don't think it's high-pressure or a continuous stream, so that lets out Water Cannon. You could always say it's a new speciality, of course. Like many other things about GURPS Magic, it's not well-defined (what's the range on that alkhest siphon, for example?).

Rereading the description I think you're right. I had forgotten that Squirt Gun was even a skill in Gurps. I'd better put it on my clown template for seltzer bottles and trick flowers.
