Role Creation
Roles are often apparently created by relievers or demonlings, who maintain it until the Symphony accepts it (at which point someone important takes it over). Do these minor celestials have to have at least five Forces, since they're in human bodies, or can a smaller celestial have a human vessel?

Thanks! I won't create one-Force Role-makers, but I'll do the occasional three- or four-Force celestial.

(In fact, the celestial-created vessels, vs. ethereal-created vessels, is something mentioned in the EPG. In the EPG, small ethereal spirits do have to have small vessels. Celestials are not restricted in that regard.)
