How to Freeze Time
I'm looking to model a power that freezes time in a localized area. Would bind be a good way to start?
How would you make the power?

Define "freezes time"? Does this mean that everyone within the area is frozen, but other people can walk around in it? Or is the whole area effectively cut off from the outside world? What about effects like damage - can I punch a time-stopped target, and once they unfreeze, they'll feel it?

If you can freeze time around you but you can move at normal speed. The easiest is to simply buy Enhanced Time.
If its more like a small area localized attack, then I would probably go with affliction (paralyse) with area. |

Altered Time Rate is the correct advantage, the closest advantage to Enhanced Time is Enhanced Time Sense but that only lets you perceive faster.
Compartmentalized Mind with the limitation "No Mental Separation" is good if you can think faster rather than move faster.

I would probably go with Altered Time Rate with Switchable, and either Super-Speed or Non-Combat Speed.
Another option: if your GM permits Decreased Time Rate as a leveled Disadvantage, if others from outside the frozen area can enter it and act normally, is Affliction (Disadvantage: Decreased Time Rate (enough levels to matter); Area Effect). Not as elegant, but plausible. The third option is Control Time, easily a 30 pts/level advantage.

Control (Time) would be another legal build (I would price Time at 30 CP/level for the purposes of Control). At level 10, it could effectively stop time for everyone within its area. With Selective Area, you could freeze time for a single individual or a select group for the duration of the ability, allowing you to do whatever you wanted to the people in question.
For example, you could have Time Girl possess Control (Time) 10 (Cosmic, +50%; Persistent, +40%; Selective Area, +20%) [630]. In combat, Time Girl is capable of using her ability to force her enemies to take 1000 seconds to do a 1 turn action or she could give herself 1000 turns in 1 second (an effective time factor modifier of +10/-10). If she is a hero, her enemies will probably find themselves restrained and unarmed, but otherwise unharmed, as she uses her superior temporal rate to move faster than they are capable of perceiving. If she is a villain, her enemies might find themselves strapped to a bomb or otherwise facing immediate death, as it would be unsporting of her to turn them into ground beef while they were helpless.
