Well this is just an appearance effect, you still can get blindfolded etc... there is no "real" advantage besides that some people will get fooled...
Just in case you have not seen the Zatoichi movie... Zatoichi the blind swordsman is not blind at all, he just pretends to be...

Friendly Shoulder
You're the kind of person people rely on for comfort, to share their problems, and generaly trust with private information that's troubling them. This will get you +1 reactions from people who are depressed or stressed out at the moment. You might also be able to exploit this for spying on peoples life, or get a +1 in psychology for the purposes of diagnosis only. However, this is also annoying in every-day life, as strangers on the bus share their whole life stories with you and you just want to sleep damnit!

Bug Repeller
Bugs avoid you. For some reason, they don't like your smell. In humid climates you'll never be bothered by mosquitoes, won't catch malaria, etc. However, if you bother them (rattling a wasp nest, putting your foot into a boot with a resting scorpion, etc) then they will attack.
Buying this normally costs ONE point. B.100: "A perk can produce a modest bonus (up to +2) to an attribute, skill or reaction roll." Of the three traits that can be given this binus, skill is the cheapest relative to direct purchase 8 pts vs 10 pts vs 20/40 pts. Intimidation is a skill. The bonus meets the rules standard. It's a legitimate Perk.

". . . in relatively rare circumstances."

You forgot the rest of the sentence, which is a fairly important qualifying clause. "Whenever anyone sees me," is not a relatively rare circumstance for use of the Intimidation skill. Allowing a +2 bonus to Intimidation in damn near every circumstance for 1 point is a hack, to put it mildly.

"+2 to Intimidation when I'm covered in blood" or "+2 to Intimidation when I'm telling a story" would be valid Perks, for example.

+2 to intimidation when I'm properly back lit?

Would +2 to free climbing trees or other natural structures be a valid perk?

I'm trying to come up with something unique but realistic for my 3 foot tall 19 pound humanoids. I've covered the main advantages and disadvantages, but would like to balance to exactly 0 points.

Anybody got any other ideas?

Well, Flyndaran, et. al, I've dug up this:

Favorite Perks Thread

Also, if you try statting out some of the "cantrip" spells from Magic, they might work out to be 1-point advantages... i.e., perks.

Ignite Fire (-85%): Burning Attack 0d+4 (Short-Ranged, -10%; Incendiary, +10%; Variable, +5%; No Wounding, -50%; Costs 1-4FP, -10%; Magical, -10%; Gestures, -10%; Words, -10%) [1]
Stolen from here.

Warning! Spoiler to a movie! =)

Actually, even though i hate to post things not related to the thread (and i will eventually!), Zatoichi pulled 2 twists: at first he made you think he was not blind, then he fools you again after tripping over that rock and saying "even when my eyes are wide open, I can't see a thing."

I think Zatoichi would just have Blindness (-50) and Blind Fighting with an incredible Perception. I dont think he could see anything... not even supernaturally.

The original posting of this was, as noted, for a ghostly appearing and included a reaction modifier of "A GHOOSSSSSSSSSSSSSSSTTTTT!". Perfectly valid perk.

Specifically: You ONLY get the bonus when actively using the intemidation skill. "All the time" isn't applicable. A weapon bond provides it's bonus EVERY single time the weapon is used by the person who has the quirk.

Alarm Clock Obsessive

You are never late for work because you always remember to set your alarm clock the night before. In fact, if you're rich enough, you have two alarm clocks that you set each night. -2 modifier to any negative effects of Slow Riser disadvantage.

Only getting a bonus to a skill when you use it is hardly a limitation. It wouldn't be much of a limitation to say, I only get a bonus to engineering when I USE it. I mean, honestly, when else would a bonus apply to a skill other than when you use it? For intimidation, having an intimidating appearance is a pretty universal bonus. So what if your ghost can't intimidate people as well over the phone. I'd say 90% of the uses of intimidation are done face to face. So, a 1 point perk that gives you a +2 to a skilll 90% of the time is not a reasonable perk. 90% of the time is not relatively rare.
