Default Machine Meta-Trait and FP

We're starting a new game, and one of the other players is playing a robot. By taking the Machine trait, he "neither has nor uses FP." Does this mean he can then buy down his FP to 0, since he does have a HT score and therefore automatically comes with FP, and get the character points for doing so?

Obviously he would need the GMs approval, but I can't think of any rules for it to use as as an example either way.

Nope.
You cannot sell back what you do not have.

No. In effect, he has already bought his FP down to zero [-30] in exchange for Immunity to FP Effects [30].

But since HT no longer includes Ft, shouldn't it cost 3 points fewer to buy up?

The machine instead burns HT when readlining - making each point of HT more valuable than it is for a normal character, who doesn't risk that. I'd say it roughly balences out.

Nevermind that HT is underpriced at 10 points :D

Except that you still have to pay the full 30 points for Immunity to Metabolic Hazards. If you were trading FP for Immunity, then the net cost should be 0, not 30.

Actually, you get to do stuff that reduces FP for eternity (e.g. Sprinting), with no costs whatsoever. So you get the benefits of all that FP, even when a human would run out of FP. You just can't get those benefits for Extra Effort etc.
