Munchkin Cthulhu Tentacle?

The card says it is usable by a Cultist only, and gives +1 hand, but the card also says -1 hand, so does it actually cancel itself out with no additional effect, or does it give a cultist 3 hands?

-1 Hand means you get an extra Hand. You can total up all the numbers of Hands on your cards in use, and as long as the total is 2 or less, you're golden.

And now I'm off to add this to the FAQ, because I'm appalled it's not already there.
