Default Spells as Powers: Shape/Create Element

So the spell creation has been, going, but I've run into a snag. The PC wants several spells to allow him to shape, and to a lesser degree create elements, like earth, stone, and metal to name a few, I think shape plastic was in the wish list as well. Is there a way to do this?

Do you have GURPS Powers?
You really should to run a Magic as Powers campaign. In it are Create and Control Powers.
Control handles shaping, though you may want modifiers like Reduced Time on it.
Create creates something from nothing though it has a limited duration. You can only maintain a certain value of material. Spend character points to make them permanent or you can cover it with Wealth. The idea was limiting it so it could not create valuable material from nothing as a get rich scheme.
